The annual National Ambient Air Quality Standard (NAAQS) for particulate matter with a diameter of 2.5 micrometers or less is 15 micrograms per cubic meter. A violation of the standard is any three-year average that equals or exceeds the standard. The Arithmetic Mean for each year is determined by adding the average monitored values for each quarter and dividing by four. The Design Value is a three year average. The Critical Value is the highest annual Arithmetic Mean that can be determined for the next, future year, when averaged with the data from the previous two years, that will show a violation of the standard.
