Synthetic Minor Permit Application


A Synthetic Minor permit imposes federally enforceable limits to restrict a facility’s potential emissions to below major source thresholds. This option makes it possible for those facilities that can comply with the Synthetic Minor permit’s federally enforceable limits to operate without the need for a Title V permit.

For current Title V permitted facilities requesting a Synthetic Minor limit, the software-based Title V application is used to apply for a Synthetic Minor permit. The facility must specify in the application whether the proposed synthetic limits are for specific pollutants or all pollutants.

For new or existing facilities (any non-Title V permitted facility), requests for synthetic minor limits should be made using the SIP permit application and should be clearly stated.
